1) This DA is a re-submission of a previous refused DA. The modifications made, mainly 2 less rooms and the re-location of the car-park do not significantly alter the bulk, form, design, landscape, height or character of the buildings. It remains a high density micro-apartment style development
2) The Boarding House is listed with 2 two-story blocks of 32 self-contained single rooms
3) The development is surrounded by an important and sensitive green recreational area; Beaman Park and Low Density Residential neighbourhood
4) The development is not in keeping with the character of the area in terms of bulk, scale, dominance, density or location and low density residential nature of the area
5) The development has a major negative impacts on the access of sunlight, airflow and privacy of surrounding properties and park
6) The development is not in keeping with the streetscape or visual amenity of the area
7) Traffic and Parking: The increased traffic, the insufficient onsite parking for residents and their visitors, together with the cumulative effect of parking and traffic congestion (when added to the current weekend sport, the rugby club, tennis courts and the Imam Husain Islamic Centre) will cause a further escalation of parking, safety and traffic issues for current residents and sport field visitors.
8) Testing revealed the proposed site is contaminated with asbestos, lead, chromium, nickel, copper & zinc - above human health and/or ecological standards. The Development does not take into account the sensitivity and risk of the neighbouring Cooks River area
9) Council should refuse consent as the proposed building height is more than the maximum building height permitted under the environmental planning instrument of Zone R2.
10) The proposed site is in the flood zone and it is possible for contamination of groundwater and the Cooks River if not removed
11) Development application is 3 lot titles adjacent to Beaman Park facing the sporting fields, cricket training nets and the Cooks River Cycleway.
