Boarding House at Beaman Park / 20-22 Wardell Road, Earlwood

Dear Canterbury Bankstown Council,
Please STOP the application for a proposed thirty four (32) room Boarding House next door to Beaman Park and the Cooks River Cycleway in Earlwood.

Why is this important?

1) This DA is a re-submission of a previous refused DA. The modifications made, mainly 2 less rooms and the re-location of the car-park do not significantly alter the bulk, form, design, landscape, height or character of the buildings. It remains a high density micro-apartment style development

2) The Boarding House is listed with 2 two-story blocks of 32 self-contained single rooms

3) The development is surrounded by an important and sensitive green recreational area; Beaman Park and Low Density Residential neighbourhood

4) The development is not in keeping with the character of the area in terms of bulk, scale, dominance, density or location and low density residential nature of the area

5) The development has a major negative impacts on the access of sunlight, airflow and privacy of surrounding properties and park

6) The development is not in keeping with the streetscape or visual amenity of the area

7) Traffic and Parking: The increased traffic, the insufficient onsite parking for residents and their visitors, together with the cumulative effect of parking and traffic congestion (when added to the current weekend sport, the rugby club, tennis courts and the Imam Husain Islamic Centre) will cause a further escalation of parking, safety and traffic issues for current residents and sport field visitors.

8) Testing revealed the proposed site is contaminated with asbestos, lead, chromium, nickel, copper & zinc - above human health and/or ecological standards. The Development does not take into account the sensitivity and risk of the neighbouring Cooks River area

9) Council should refuse consent as the proposed building height is more than the maximum building height permitted under the environmental planning instrument of Zone R2.

10) The proposed site is in the flood zone and it is possible for contamination of groundwater and the Cooks River if not removed

11) Development application is 3 lot titles adjacent to Beaman Park facing the sporting fields, cricket training nets and the Cooks River Cycleway.

Thanks to all supporters that turned up Friday at the hearing,

Special thanks to Mark Bonanno, senior lawyer (Planning & Environment) of Canterbury Bankstown Council, who argued our case so succinct and clearly!

The conciliation has failed and now we wait for a court date to be determined.

However, its likely that the applicant will yet again change the DA.

We can only wait to see to what extend they reduce the height, bulk and yield of the development as well as make it more compatible with the area.

the Land and Environment Court will have a hearing to determine the outcome of this development.
The developer has skipped the councils procedures to go straight to the Land & Environment Court.

Dear Friends,
We received a new DA being a re-submission of the previous refused DA with a few amendments. In character, bulk, height and essence it remains however unchanged.

It's two by two storey boarding houses (micro apartments) with a total of 32 rooms facing Beaman Park, on Wardell Road and is is not in character with the green and low density residential character of its surrounds.

As residents, Cooks River pedestrians, cyclists and Beaman Park sports ground users, we ask council to stop this development.
Please spread the word by forwarding this page and get them to sign this petition as you have.

Let council know we don’t want this development that sets an inappropriate precedent on the river frontage.

Outcome: Refused.
The Canterbury Bankstown Local Planning Panel (CBLPP) has Voted: 4 – 0 in favour.

We did it! They said NO to a boarding house in Beaman Park

Quick update: May 2019
After waiting a year for the DA Applicant to address the Canturbury Bankstown Councils matters of concerns and conduct further investigations, a meeting finally took place last night with the Canturbury Bankstown Local Planning Panel (CBLPP).

An Independent Assessment Report concluded that the DA be Refused. For more information see here:

The final outcome will be decided by this Friday, or latest Monday 13th May.

We will advise as soon as we know.

We would like to thank the community for voicing their concerns on this DA.
A total of 14 unique submissions were made to Council, plus 172 proforma letters from local households and 2 petitions signed by a total of 182 persons, including this one.
